An unofficial blog highlighting inefficient, incompetent service that taxpayers receive as a result of DLSE mismanagement. The opinions here are mine and should not be read by anyone. DIR lawyers Christopher Frick, Angela Bradstreet, Anthony Mischel, Vanessa Holton, Steve McGinty and Richard Munoz spent hundreds of thousands of taxpayer dollars dedicated to taking a crap on the 1st Amendment instead of doing DIR-related work for the taxpayers.

Does Angela Bradstreet have the slightest clue how to fix Corrales? Every manager throwing darts at the wall, i.e., DOING NOTHING, can start holding hearings and conferences to reduce the backlog highlighted in the Corrales decision that blamed Bradstreet.If nothing else, it will get the slow and the stupid managers to retire early. The last time they did a cattle call, where all managers & lawyers were tasked with holding hearings, Regional Manager Susan Nakagama called in sick for ALL THREE DAYS! As an example, that dumb moron (Nakagama) is extremely afraid of holding hearings and of speaking/deciding on the record. If you want her to retire, you have her hold hearings until she either retires or Corrales is fixed. Same thing with Greg Rupp, Abigael Calva, Lauro Cons, and Eric Rood.None of these managers do anything with their workday, but you can't fire them because of civil service rules, so instead, you just make them earn their paycheck. The managers still get paid/collect benefits, the kick-in-the-nuts Corrales decision gets fixed, and those that don't want to hold hearings will go away...I don't see a downside to this solution. It's written into our very own employment contract: TELEWORK SHALL NOT BE UNREASONABLY DENIED. The management feces will suggest that we use the grievance procedure with the union, and the only thing that does is delay it for a year and longer as it moves along the grievance process, because the management feces needs four levels of denial before they can start laughing at their employees for having stuck the telework denial in their eye. DIR/DLSE management does everything they can to stick it up the asses of their Deputy Labor Commissioners (DLC)s. Labor Commissioner Angela Bradstreet gets a beat-down with Corrales, and it's the DLCs who suffer. LWDA Deputy Secretary Robert Jones greases the palms for CMS, and it's the DLCs who suffer (not to mention the taxpayers). LWDA Secretary Victoria Bradshaw gets a beat-down with Livadas, and it's the DLCs who suffer. DLSE's very best Jackass, Greg Rupp, becomes Acting Labor Commissioner for a day, giving him time to push through meal & rest period laws that are eventually overturned because of their illegality, and it is the DLCs who suffer (not to mention the victims/wage claimants). This is just another day where LWDA, DIRt, and DLSE give their employees the knife in the back. Governator wants less traffic congestion, happy (e.g., productive) state employees, higher morale, so this "telework" language is built into our contract. And even though telework is also a recruiting tool for state employees, you have management feces like supervisor Jorge Gomez, Regional Manager Abigael Calva, and Deputy Chief Denise Padres doing everything they can to deny telework to their workers. This is what's so funny about insecure, incompetent, control freak managers: they cannot manage, so they think someone siting at their desk must be working. Citizens and members of the public, both employees and employers, deserve better than the feces serving them. Management feces is old and stinky and should retire to go & rot elsewhere. For the record, my morale and productivity is directly related to management feces' denial of telework, so I could be more productive working away from my desk, but the management feces wants me roting at my desk, too. We should continue working with their management tools like carbon paper and typewriters...old and outdated should be DLSE's motto. Back when DIRt attorney Richard Munoz was in the Los Angeles DLSE office intimidating witnesses, they made no bones about who the blogger was. The DLSE issued memos that identified who the blogger was, and that the blogger was involved in litigation with the DLSE. What they forgot to include in their memo was that the DLSE violated the United States Constitution, and the blogger only had the court to tell the the DLSE to "stop." Honestly, what court is going to say that the DLSE can command an employee to submit private diaries and confidential sources? If anyone looked seriously at the legal issues, it's not really about the blog; it's what they tried to demand. Why did they demand the diaries and confidential sources? Because DIRt wants to harass, intimidate, and retaliate against those who dared to speak freely. Can you imagine if Regional Manager Susan Nakagama filed a sexual harassment lawsuit against Art Lujan, or Assistant Chief Greg Rupp filed a sexual harassment lawsuit against Dean Fryer, and then the DLSE commenced to issuing memos, informing & educating state employees of such litigation? Because it was the blogger, someone seemed to think that violating the blogger's privacy was/is perfectly acceptable. Yes, litigation is a matter of public record, and yes, the DLSE, as a state agency, had a duty to protect the state employee's privacy. Litigation does not absolve them from their duty to keep personnel matters confidential; furthermore, their actions forced me to litigate their violations. Chances are that Rupp the Clown is about to come under scrutiny, so his response is (obviously) not to come clean and take responsibility, but to shred as much paper as he can and as fast as he can! Here's the thing: he sits at a computer and sleeps, so WTF is he shredding? He has no life, so it's not like he's cleaning up his office because he's about to vacate it. Maybe this shredding is part of a new diet and exercise plan where he shreds documents instead of tacos. So some ass-donkey decides to authorize this training to Hearing Officers regarding the proper naming of joint employer entities. A supervisor who attended the training laughed at idiot management because the real workers who need it are the Wage Claim Deputies who actually draft the formal complaint (DLSE Form 530), where the correct and legal name must be identified. Not only that, but they had some idiot PowerPoint presentation that no one used on the video conferencing system, so having all these employees commute to the DLSE hub was completely useless...all that gas, all that parking, and all that time getting there...for a forty (40) minute class that no one will really use! Greg Rupp , a California peace officer, subjected so many hundreds-if not thousands-of claimants to violations of the 14th Amendment of the US Constitution, that the judge in Corrales called him out by NAME! I would be horrified if a judge said I did those things that Rupp did, but it seems that dumb, fat, lazy bureaucrats like Jose Millan and Greg Rupp continue to feed from the public trough without any sense of shame or remorse. In clinical terms, people like that are called sociopaths, and the last time I checked, sociopaths tend not to be good state employees. Just like Hitler rewarding loyal nazis, this division rewards Rupp for such loyalty. To this day, he continues to collect his paycheck without so much as a wristslap for his actions described in Corrales. He's nothing more than an old, fat lapdog whose time has come. He serves absolutely no legitimate purpose at DLSE, as sleeping in front of a computer monitor is not found in any state civil service duty statement. *-not really Rupp, just the most current likeness: balding, gun to compensate for lack of a real package, balding, manly moustache, wrinkled & huge forehead, balding, pink shirt, squinting type twitch, balding, round face.
Abby Calva came by and went right to Jorge Gomez's office; historically, she doesn't like coming to the Santa Ana office & typically only comes to Santa Ana because of a problem. Nobody really wants her down there anyway, because she doesn't fix anything, she doesn't streamline anything, and she's one of the idiots that told Bradstreet that making phone calls to settle cases is a great idea. I'd like to see how successful she is with settling wage claims. She's a real mastermind, that Abby Calva. Greg Rupp looks like a beaten down, too-dumb-to-retire curmudgeon. As the BOFE puppet head, he only comes down to Santa Ana to harass & retaliate against a wage claim deputy's complaint (Rosheen Shinske), retaliate against a Philipina clerk who filed a worker's comp. claim (Rowene), or make general bureaucratic indecisions. Genetically, big dumb gorillas don't have the analytical skills to make big-brain decisions. This could be one reason why it's rumored that Angela Bradstreet doesn't think too highly of Greg Rupp's mental abilities. John Rea had to make sure that Hartwig was perfect before it was published. I've also been told that Angela Bradstreet's senate confirmation will be sometime in Spring, 2008. These managers have systematically f*cked the California working taxpayer. What they couldn't push through the back door (with the Jose Millan - Greg Rupp chickenhawks), they couldn't get through the front door (with the judge's ruling on the Corrales decision). It seems that ever since Schwarzenegger took office (and filled his post with Pete Wilson rejects), our policies have been a direct butt-raping of the California worker. What a shock that the men (in the Santa Ana office) failed the recent DLC III exam, and what a shock that Labor Commissioner Angela Bradstreet promoted a non-man to Deputy Chief; boy, I didn't see that one coming! You see, I expected Bradstreet's flunkies to do Bradstreet's bidding; that's what flunkies do (they cannot act on their own accord). And in this agency, flunkies are rewarded. Commissioner Bradstreet had a choice for Deputy Chief: promote an asshole (Greg Rupp) or milquetoast (Denise Padres), and at the end of the day, milquetoast won. This place is soooooo f*cked up: according to these agency assholes, people who should have passed the DLC IV exam have flunked it, and people who should have passed the DLC III exam have flunked it. DLSE Deputy Chief Lupe Almaraz sent Labor Commissioner Angela Bradstreet his resignation letter; he's set to go away on 12/31/2007. At the end of the day, he did nothing for this department except spike his retirement paycheck...once again, screwing over the taxpayers! After Lupe's gone, ain't nobody named to be in charge of Wage Claims. It would be nice to see Nance Steffen come back as the Wage Claim Assistant Chief, but she's only going to get the blessing of staff by removing Regional Manager Abigael Calva's taxpayer-paid commute vehicle from Calva's possession. The taxpayers don't need to pay for Calva's commute. CASE IN POINT: her lazy ass, having a state vehicle assigned to her, made Deputy Labor Commissioner Bruce Broadwater drive from Santa Ana to Los Angeles to discuss an item of importance. He had to use his car & his mileage even though the state gives her a vehicle of her own. Normally, if state auditors would ask WTF(?) she does with her car, she'd tell them that as Regional Manager, she's responsible for all these offices in So Cal...total bullsh*t. Her lazy ass goes nowhere and makes her staff come to her. Typical, lazy, bureaucratic, cow. The recent Deputy Labor Commissioner III (DLC 3) exam came down to So Cal. Here's my prediction: they will pass & pick whoever they want to pass & pick because these assholes do not know how to keep themselves in check. Ferchrist, the State Personnel Board provides no oversight, and even when the California Supreme Court provides their oversight in their Corrales decision, Labor Commissioner Angela Bradstreet does nothing to Greg Rupp-the whore (at the time) for Jose Millan who screwed over all those wage claimants & violated their due process. These douchebags cannot self-regulate, and we're supposed to think that they'll righteously promote someone from a merit-based exam? They can't (even) follow laws, much less policies. Last but not least, the desk donkies wasting money from the taxpayer's bank accounts opened the spigot for the supervisor's meeting in Nor Cal (11/04-06/2007). Now, these money wasters justified expeditures like video conferencing in offices so that they can hold meetings via video conferences. Why must they waste more money on airline tickets, lodging, meals, and time? We need computer software like Adobe Acrobat and scanners, but these money wasters sit around for three days, butt-kiss, and bray like an old goat about how to make the system worse. Being a cop takes a lot of responsibility and one must hold themselves to a high degree of accountability. DLSE Assistant Chief Greg Rupp is a sworn peace officer in California, but you'd never know it by his actions. He bends over for his (former) boss Jose Millan and then proceeds to screw every California wage claimant during the time described in the Corrales decision. CMS is the biggest boondoggle this division has seen since entering the 21st century; our latest Labor Commissioner has seen fit to continue this multi-million dollar, taxpayer-paid fiasco instead of halting this fiscal hemorrhage. Our latest Labor Commissioner seems to only be in the news when generating citation news releases as to how she's cracking the whip with those darn sweatshops or when reporters highlight how her appointment may be less-than political and more of another type of appointment. The taxpayers are paying her over $120,000 per year to authorize more taxpayer waste into CMS, to do nothing with Greg Rupp, and to do nothing to Lupe Almaraz. She doesn't do shit, she hasn't done shit, and she's made no material progress on the issues that plague DLSE. Bradstreet's lame (and few) press releases about issuing citations to non-donators/non-lobbyists are boring: any monkey can write a citation (versus the 'hard' statistics on citations paid, citations to collections, citation appeal hearings won/lost, etc.).
