Jorge "Post-it Note" Gomez returns! Who said he wasn't potty-trained at gunpoint?

This clown cannot get out of his own way.  The minute he has just a  little bit of breathing room, he resorts back to his old bad habits...habits that got him into hot water in the first place.  "Anal retentive" is a fitting phrase for Mr. Gomez, as he cannot let anything go.  To give you an example, Mr. Broadwater submitted a wage claim for a hearing and Jorge Gomez rejected it because the word "overtime" was hyphenated.  Jorge had his little Post-it Note for Bruce on the claim, directing Bruce to correct it.  So Bruce corrected it, and then the claim sat on Jorge's desk for almost two months.  Funny, I couldn't find that policy (or the procedure) for Post-it Notes and delayed wage claims.
At the DLSE Santa Ana office, it goes something like this:
Gomez reviewing a wage claim...2 minutes
Gomez  finding a comma out of place...1 minute
Gomez writing his discovered error on a Post-it Note...1 minute
Gomez returning the claim to the deputy...1 minute
Gomez's feeling of satisfaction by being "the boss".....PRICELESS...oh wait,
The claim being delayed because of an immaterial comma....TWO MONTHS
Jorge Gomez is at it again with the Post-it Notes.  Yesterday, one employee got 5 claims returned and another employee got 2 claims returned.  The employee who rec'd the 5 claims rejected is new, so I wonder why Gomez didn't provide the training that was needed to prevent a rejected claim?  How come Gomez isn't so anal retentive with training new employees as he is with rejecting claims?  Now, none of these Post-it Notes show any real problems (if they were, Gomez would have listed it in the 900 Notes), so we're talking about minutia...little issues that only ruffle Gomez's feathers, like commas out of place, hyphens, and colons.
In a normal world, Liquid Paper would fix the problem in 5 seconds.  In Gomez's fiefdom, he needs to feel special, he needs to feel worthy and needed.  In his little brain, he actually feels like he's doing the right thing.  In reality, he's delaying wage claims and taking a big dump on the Corrales decision over minutia.  He's clueless as to how to make things easier in the Santa Ana office.

DLSE manager continues to harass blogger, continues to delay wage claims, and continues to thumb his nose at the Corrales decision...

DLSE supervisor Jorge Gomez has nothing but time to harass the blogger, despite the fifty-eight (58) wage claims that need his signature for 98a wage claim hearings. This picture was taken on my own time, using my own equipment, and I physically counted each and every DLSE 540 (otherwise known as the transmittal), the last step before Jorge Gomez approves it for a 98a hearing. Here these wage claims collect dust while Jorge Gomez tries to rub some stink on the blogger.
Instead of processing the very claims that got DLSE into trouble with the Corrales decision, he secretly reviewed twenty (20) wage claim case files assigned to the blogger. You know what Gomez discovered during his secret review? That the blogger was doing the job. A huge waste of time on the part of Jorge Gomez, time he (supposedly) doesn't have. The blogger will continue to document how Jorge Gomez spends his day, and the blogger will continue to broadcast the harassment and the inefficient service to the taxpayer.
Jorge Gomez is a documented failure: he can't process wage claims in a timely manner, he couldn't bring Mary Tokar to an acceptable level of performance, he couldn't bring Vicki Tamoush to an acceptable level of performance, he cannot bring his office to an acceptable level of staffing to efficiently serve the public, and he lets his office favorites cherry-pick the easy wage claims. It seems that the only thing he knows how to do is to secretly review the case files of the only state employee who dared to question & broadcast their wrongdoing.
Denise Padres, Angela Bradstreet, John Duncan, Richard Munoz, Vanessa Holton, and Steve McSquinty: I took the photo, not on state time and not using state equipment. Don't waste my time & the taxpayers money by forcing me to attend another 9-minute internal affairs investigation in Los Angeles. You jackasses have this information, so stop wasting funds that are not yours to waste. Why don't you losers stop harassing me and take a decisive course of action, one way or the other? California Supreme Court Justice Kennard praised Angela Bradstreet for her ability to mediate & resolve disputes; so far, Kennard seems ignorant of this issue occurring on Bradstreet's watch.

Is Labor Commissioner Angela Bradstreet blind? Why does she let her managers throw darts on the wall while Corrales kicks her in the ass???

Does Angela Bradstreet have the slightest clue how to fix Corrales?  Every manager throwing darts at the wall, i.e., DOING NOTHING, can start holding hearings and conferences to reduce the backlog highlighted in the Corrales decision that blamed Bradstreet.
If nothing else, it will get the slow and the stupid managers to retire early.  The last time they did a cattle call, where all managers & lawyers were tasked with holding hearings, Regional Manager Susan Nakagama called in sick for ALL THREE DAYS!  As an example, that dumb moron (Nakagama) is extremely afraid of holding hearings and of speaking/deciding on the record.  If you want her to retire, you have her hold hearings until she either retires or Corrales is fixed.  Same thing with Greg Rupp, Abigael Calva, Lauro Cons, and Eric Rood.
None of these managers do anything with their workday, but you can't fire them because of civil service rules, so instead, you just make them earn their paycheck.  The managers still get paid/collect benefits, the kick-in-the-nuts Corrales decision gets fixed, and those that don't want to hold hearings will go away...I don't see a downside to this solution.  All the deadwood floats away, the public gets served in a timely manner, and you have state workers earning their wage: 8 hours work for 8 hours pay.
If Labor Commissioner Bradstreet cannot bring conferences & hearings under control using this solution, then she is a co-conspirator in defrauding the public from its general funds by allowing state management to do nothing yet collect very high wages.

LWDA, DIRt, and DLSE deny their employees the right to telework, even though this right is written into the collective bargaining agreement

It's written into our very own employment contract: TELEWORK SHALL NOT BE UNREASONABLY DENIED. The management feces will suggest that we use the grievance procedure with the union, and the only thing that does is delay it for a year and longer as it moves along the grievance process, because the management feces needs four levels of denial before they can start laughing at their employees for having stuck the telework denial in their eye.
DIR/DLSE management does everything they can to stick it up the asses of their Deputy Labor Commissioners (DLC)s. Labor Commissioner Angela Bradstreet gets a beat-down with Corrales, and it's the DLCs who suffer. LWDA Deputy Secretary Robert Jones greases the palms for CMS, and it's the DLCs who suffer (not to mention the taxpayers). LWDA Secretary Victoria Bradshaw gets a beat-down with Livadas, and it's the DLCs who suffer. DLSE's very best Jackass, Greg Rupp, becomes Acting Labor Commissioner for a day, giving him time to push through meal & rest period laws that are eventually overturned because of their illegality, and it is the DLCs who suffer (not to mention the victims/wage claimants).
This is just another day where LWDA, DIRt, and DLSE give their employees the knife in the back. Governator wants less traffic congestion, happy (e.g., productive) state employees, higher morale, so this "telework" language is built into our contract. And even though telework is also a recruiting tool for state employees, you have management feces like supervisor Jorge Gomez, Regional Manager Abigael Calva, and Deputy Chief Denise Padres doing everything they can to deny telework to their workers.
This is what's so funny about insecure, incompetent, control freak managers: they cannot manage, so they think someone siting at their desk must be working. Citizens and members of the public, both employees and employers, deserve better than the feces serving them. Management feces is old and stinky and should retire to go & rot elsewhere. For the record, my morale and productivity is directly related to management feces' denial of telework, so I could be more productive working away from my desk, but the management feces wants me roting at my desk, too.
We should continue working with their management tools like carbon paper and typewriters...old and outdated should be DLSE's motto.

Undocketed Santa Ana wage claims gather dust while little league dads get their work permits for kids to be movie stars: CALVA is anti-CORRALES

This is exactly what's wrong with DLSE, and it's being done right under Bradstreet's nose.
Wage claims are not processed in a timely manner because of entertainment work permits and unreasonable work permit delays due to DLSE's computer software nightmare, CMS.
The $6+ million-dollar, taxpayer-paid abortion just collects work permit data, and it takes ten times as long to issue a permit. Ten times as long: think about how much time that is.
DLSE can now brag about how many permits it issues, which is good because now you can calculate about 10 minutes for each permit, and that's how much time is being wasted on not fixing Corrales. All that time could be used to repair Corrales, but nope, we gotta issue entertainment work permits before we process wage claims, just like Abigael Calva squawked in her email.
Labor Commissioner Angela Bradstreet can thank Regional Manager Abigael Calva for this photo, as it is a true reflection of proper and efficient service to the taxpayers.

Regional Manager Abigael Calva gives the big middle finger to Commissioner Bradstreet's desire to fix wage claims; Calva's useless to the taxpayers

On April 10th, some little league dad enters the Santa Ana office in hopes of getting an Entertainment Work Permit (EWP) for his kid that wants to work in some (probably) dog food commercial. He doesn't want to wait, so he wants to cut in line and obtain his work permit before all of those who have been (effectively) standing in line in front of him. DLC Jorge Martinez, of the Los Angeles office, tells him to just go down to Santa Ana and he can get the work permit for his kid. When it's explainted to the parent that Jorge Martinez cannot and does not speak on behalf of Santa Ana, the parent becomes upset. When it's further explained to the parent that EWPs are not at the top of the Labor Commissioner's priority/mission, he becomes more upset. Wage Claims are the priority for DLSE, but daddy-O doesn't care; he wants his EWP right now. Santa Ana tells him that he can leave his EWP application but will not guarantee that it will be completed to his deadline.

Very upset, he calls and cries to Abigael Calva, who then sends an email & demands that Santa Ana must issue the EWP to the little league dad ASAP. Those who are involved with processing wage claims (scheduling, docketing, etc.) must now stop what they are doing so that the EWP can be issued.

HOW CALVA'S ACTION SCREWED UP THE DLSE MISSION:
1) Abigael Calva failed to support her office by over-ruling the decision Santa Ana made, and hereby undermined Santa Ana office operations, in determining when this guy got his permit for his kid.
2) The Van Nuys DLSE section to process work permits exclusively should have been already established to handle nothing but Entertainment Work Permits, but that operational failure is still not functional; what a surprise.
3) Santa Ana's clerk, Veronica Gutierrez, quit. That leaves only one person in Santa Ana to handle wage claim processing & functions AND issuing entertainment work permits. The one clerk left at Santa Ana, MZ, is so backlogged in docketing that Abigael Calva thinks nothing of halting & impeding Corrales so that this guy can cut in line and get his permit because baby daddy needed it now.
4) DLSE has known about Veronica's resignation for months, but do you think Calva's done anything to assist in the wage claim backlog? That's Abigael Calva's responsibility, and she's done NOTHING to help Bradstreet alleviate the ills associated with Corrales. Calva is an obstruction to success; she's the reason why everything is wrong with this division. All these years of working as Regional Manager and it's more dysfunctional than ever.
5) Regional Manager Abigael Calva has failed to initiate a priority system within DLSE, yet the DLSE states that wage claims are the highest priority. Calva also failed in establishing a Policy & Procedures regarding the issuance of Entertainment Work Permits, even after communicating such policy & procedural malfeasance to her and her bosses.

Calva's a joke of a manager whose time has come. She should retire at the same time Rupp retires. She should give up her taxpayer-paid gas/car and stop using it as a commute vehicle from South Pasadena to downtown Los Angeles. She should initiate a priority system that we can photocopy to the taxpayers and communicate to them what we process and in what order. She should allow us to fix Corrales and she should not stand in the way of efficient service to the taxpayers. Santa Ana office operations should not be interrupted because one individual wants a work permit for his kid, just because he couldn't apply for the permit in a timely manner and mail it like everyone else.

Most recent photo of DLSE Assistant Chief Greg Rupp*, the whore for Jose Millan (who was Vicki Bradshaw's whore) in the "Corrales" case

Greg Rupp , a California peace officer, subjected so many hundreds-if not thousands-of claimants to violations of the 14th Amendment of the US Constitution, that the judge in Corrales called him out by NAME!
I would be horrified if a judge said I did those things that Rupp did, but it seems that dumb, fat, lazy bureaucrats like Jose Millan and Greg Rupp continue to feed from the public trough without any sense of shame or remorse. In clinical terms, people like that are called sociopaths, and the last time I checked, sociopaths tend not to be good state employees.
Just like Hitler rewarding loyal nazis, this division rewards Rupp for such loyalty. To this day, he continues to collect his paycheck without so much as a wristslap for his actions described in Corrales. He's nothing more than an old, fat lapdog whose time has come. He serves absolutely no legitimate purpose at DLSE, as sleeping in front of a computer monitor is not found in any state civil service duty statement.
*-not really Rupp, just the most current likeness: balding, gun to compensate for lack of a real package, balding, manly moustache, wrinkled & huge forehead, balding, pink shirt, squinting type twitch, balding, round face.

Another complaint made against Hearing Officer Vicky Tamoush, another whitewash/cover-up in DLSE's future

This time, the complaint's been made by Boeing against Vicki Tamoush. Nothing will be done because: a) snitches are protected by the likes of Regional Manager Abigael Calva, and b) suck-ups are protected by the likes of Abigael Calva. What confuses me is that Vicki Tamoush generates more complaints & heartburn for this agency, in comparison to the dirt she dishes the the desk donkies. When she does her counter duty, she purposely sits her fat ass behind a partition, hiding herself from the public, so the public (at the counter) wait longer until her fat ass leaves her chair and acknowledges them. If Regional Dumbshit Abigael Calva has a problem with my description of "fat ass," then she can commence to using a very long tape measure and a Body Mass index for factual accuracy.
For the DLSE, "taking care" of the public is nothing more than a handjob without the happy ending. Actions speak louder than words, and if they refuse to take action against Vicki Tamoush, then they are not serious about providing good, positive customer service to our public. I can bet that the female Labor Commissioner will not send down Bob Brock and Eric Rood to Santa Ana to interrogate the female Vicki Tamoush...that special treatment is saved for DLSE males.

This was the decision that the Schwarzenegger administration wanted to screw over the California worker-Denise Padres went from a DLC II to DLC VI

CLICK PIC TO ENLARGE
Labor Commissioner Angela Bradstreet is full of sh*t; anything that comes out of her mouth is pure bullsh*t, as that's the job of shills working on behalf of bigger handlers, like GAS. Bradstreet doesn't want Corrales fixed; she wants to give lip service to it. She promotes the very same imbecile that started Corrales!
Denise Padres was too dumb to figure out that meal & rest periods were wages (she called them 'penalties'); meanwhile, Miles Locker, a real attorney and the only guy to get it right, still sits on the beach.
Why does Angela Bradstreet promote a documented incompetent? Because her pimp, GAS, wants it that way. Loyal morons go a long way in this agency...just ask Greg Rupp, he's an Assistant Chief and can barely tie his shoes.

Deputy Labor Commissioner Mary Tokar retires, Santa Ana DLSE Office has 3.5 wage claim staff (normally 7) to handle Corrales conferences

It seems that Labor Commissioner Bradstreet seems to be driving people away; I wonder what numbers she can produce on employment levels, comparing what they were to what they are. In any event, I'm sure she'll have a good excuse as to why she's failing & not getting the job done...she seems to be an excellent excuse-maker.
With DLC Mary Tokar retiring, the Santa Ana office continues to operate at an unsatisfactory and a substandard level, not that the DLSE has any standards!
The public continues to receive a disservice because the management jackasses (Angela Bradstreet, Abigael Calva, Lupe Almaraz) continuously fail to anticipate what's around the corner. Having settlement conference deputies at 50% capacity (3.5 versus 7) means that the public gets f*cked: the public unnecessarily wait longer, justice delayed is justice denied. It's as if Angela Bradstreet thinks of the Corrales decision as something to wipe her ass with, because she's not helping the taxpayer with her lame-ass band-aid memos. She gives the Santa Ana office 7 permanent, wage claim officers (instead of the 3.5), and that will go a long way toward getting rid of her Corrales headache.
I know that law school doesn't have a class in Common Sense; it's something one picks up in the streets and in dealing with regular people. I know it must be hard for Angela Bradstreet to make decisions for the common people while sitting atop her ivory tower in Saulsalito. She should go hang in the Tenderloin, Mission District, or Hunter's Point sometime...but she might be too afraid to leave her limo.

Keys to spotting a flawed leader; in this case, it's one of our least favorite Governator puppets, Labor Commissioner Angela Bradstreet

1. "A proclivity for developing grandiose strategies with little thought toward their implementation." These DLSE people assume that others at lower levels will magically turn strategy into reality. This is what makes the Bradstreet Corrales memo a total joke. She doesn't say sh*t about bringing critical offices up to authorized staffing levels; in fact, she wants the few people (still) working to make idiot phone calls because the Santa Barbara office supervisor has time to sit on his ass and telephonically harass defendants into settlements.
2. "A reputation for forcing programs down the throats of reluctant staff." These DLSE people need to be consensus builders, and they need to be many more things. Labor Commissioner Angela Bradstreet is attmepting to shove CMS down our throats, managers who violate the US Constitution down our throats, and "her way" of fixing Corrales down our throats.
At the end of the day, she deludes herself into thinking that more rules and more regulations will magically turn into faster case resolution...WTF? More rules and more regulations mean more work to be done and less results. Did she have a logics class at law school? Did she pass it?

Labor Commissioner's Corrales memo dated 10/24/07: what's interesting is what it DOESN'T say (click this pic to enlarge)

(Click this pic to enlarge). This is the memo from the 4 Monkeys(Bradstreet, Almaraz, Calva, Rood); please make sure that the advocacy groups (identified in Corrales) are pointed in this direction. Once again, the top of this retarded food chain is issuing directives that will result in taxpayer waste and a waste of state time & resources. Don't forget, these are the same policy wonks that waste money in CMS and issue directives that violate the United States Constitution.
Until they have a proven track record of positively servicing the People of California, a critical examination is necessary for their desirous lack of transparency.
The 4 Monkeys (Bradstreet, Almaraz, Calva, Rood) who authored this memo never stated that they would provide fully-staffed personnel to ensure Corrales deadlines, they discuss "perfected" claims as if only claims that are 'perfect' are eligible. They write about the "simplified issues worksheet" but fail to ideintify which DLSE Form # to use, or is it some renegade, underground form that's not DLSE-approved? The 4 Monkeys want staff to make 2 phone calls and memorialize the calls (time wasting), then they want us to waste more time by faxing & emailing the notice of wage claims (DLSE Form 563). Emailing the DLSE Form 563 will be difficult, as there's no f*cking support software to take a File Maker Pro document and convert into a .pdf file to be used as a universally safe email attachment. There's not (even) a scanner to print the DLSE 563. and convert it manually for emailing. These 4 Monkeys could not be any dumber! I'd like to see any one of these Monkeys actually do what they want their staff to do!
The 4 Monkeys also want supervisors to approve the Transmittal (DLSE Form 540) within 72 hours [what if the Transmittal is not perfect?], they also want to use approved overtime to reduce backlogs....that's nice, except that there's no overtime to be used! All excess money is devoted to supervisor retreats meetings in Santa Clara (or The Atrium in Irvine) where they receive paid air fare, lodging, per diem, & meals!
DISCLAIMER: I don't know what "DLSE Internal Information Only" means; furthermore, this memo is neither identified as "Confidential" nor "Not A Public Records Act Document." DLSE policies, wherever they may exist, neither defines 'DLSE Internal Information Only' nor does it identify any procedure for such usage.

DIR & Lupe Almaraz lose: they violated the United States Constitution and they screwed over the taxpayers they purportedly serve

These morons have caused a large amount of money to be taken away from the taxpayers. If Angela Bradstreet thinks that this will not surface during her senate confirmation hearings, then she's higher than a kite. I offered her a chance to fix this, and she thumbed her nose at the taxpayer, just like she thumbed her nose at the taxpayer with her stupid CMS "keep the faith" memo and her stupid Let's-email-stuff-to-Defendants Corrales memo.
Bradstreet's a moron, and what's even worse...the people (she listens to) are morons. In order for her not be labled as stupid, she's gotta decide & act on something that doesn't (inevitably) butt-rape the taxpayer in the process. Potted plants do much less damage to the taxpayer.

with MILLIONS of taxpayer dollars at her disposal, why is Bradstreet screwing the taxpayer with her decisions?

The DLSE has millions of dollars to waste spend. Angela Bradstreet is the DLSE's puppet-head Labor Commissioner.
With the millions of taxpayer dollars she's directing to that CMS abortion, why can't she allocate funds to pay for overtime so she can fix that Corrales nightmare?
With the millions of taxpayer dollars she's directing to that CMS abortion, why can't she direct some of those funds to hire staff to adequately contain the Corrales nightmare?
Why is it that Wage Claim staff are still wasting time with counter duty, even though the Corrales decision hangs over the Wage Claim staff? Why isn't BOFE absorbing the counter duties so that DLSE can get a handle on Corrales?
Why does that jackass Governator keep installing morons that continue to butt-rape the taxpayer?

Lupe Almaraz retires, DLC III exam in LA, Supervisor's retreat meeting in Nor Cal, info request on Culbeaux & Baker

DLSE Deputy Chief Lupe Almaraz sent Labor Commissioner Angela Bradstreet his resignation letter; he's set to go away on 12/31/2007. At the end of the day, he did nothing for this department except spike his retirement paycheck...once again, screwing over the taxpayers! After Lupe's gone, ain't nobody named to be in charge of Wage Claims. It would be nice to see Nance Steffen come back as the Wage Claim Assistant Chief, but she's only going to get the blessing of staff by removing Regional Manager Abigael Calva's taxpayer-paid commute vehicle from Calva's possession.
The taxpayers don't need to pay for Calva's commute. CASE IN POINT: her lazy ass, having a state vehicle assigned to her, made Deputy Labor Commissioner Bruce Broadwater drive from Santa Ana to Los Angeles to discuss an item of importance. He had to use his car & his mileage even though the state gives her a vehicle of her own. Normally, if state auditors would ask WTF(?) she does with her car, she'd tell them that as Regional Manager, she's responsible for all these offices in So Cal...total bullsh*t. Her lazy ass goes nowhere and makes her staff come to her. Typical, lazy, bureaucratic, cow.
The recent Deputy Labor Commissioner III (DLC 3) exam came down to So Cal. Here's my prediction: they will pass & pick whoever they want to pass & pick because these assholes do not know how to keep themselves in check. Ferchrist, the State Personnel Board provides no oversight, and even when the California Supreme Court provides their oversight in their Corrales decision, Labor Commissioner Angela Bradstreet does nothing to Greg Rupp-the whore (at the time) for Jose Millan who screwed over all those wage claimants & violated their due process. These douchebags cannot self-regulate, and we're supposed to think that they'll righteously promote someone from a merit-based exam? They can't (even) follow laws, much less policies.
Last but not least, the desk donkies wasting money from the taxpayer's bank accounts opened the spigot for the supervisor's meeting in Nor Cal (11/04-06/2007). Now, these money wasters justified expeditures like video conferencing in offices so that they can hold meetings via video conferences. Why must they waste more money on airline tickets, lodging, meals, and time? We need computer software like Adobe Acrobat and scanners, but these money wasters sit around for three days, butt-kiss, and bray like an old goat about how to make the system worse. Bend over taxpayer, and try to exhale gently.
I have a contact who's looking into CMS, and I need the names of people who have details about Culbeaux, Baker, et al. Specifically, I need names and phone numbers because that's what the reporter needs. Mail it to: T. Zatori, PO Box 26212, Austin, TX 78755. Copies of anything can be sent here, and I will scan them and post them for all to see (like the examination fraud investigation). It will be forwarded to me. I don't want the names posted here, as they will be targeted for retaliation. If you want the truth to come out about CMS, computer contracting, Culbeaux, and Baker, then this is your opportunity to point truth-seekers in the right direction.

"America's Sheriff" has a lot of parallels with this agency Greg Rupp...not in a good way

Being a cop takes a lot of responsibility and one must hold themselves to a high degree of accountability. DLSE Assistant Chief Greg Rupp is a sworn peace officer in California, but you'd never know it by his actions. He bends over for his (former) boss Jose Millan and then proceeds to screw every California wage claimant during the time described in the Corrales decision.
But just as in the red flags seen before Mike Carona's downfall, there were red flags in Greg Rupp's history with the DLSE. This peace officer, sworn to uphold the law, went after this clerk named Rowene Diaz. He went after her with such malice that the DLSE decided to settle her lawsuit secretly. After that, the DLSE promoted him.
It seems that the DLSE rewards assholes managers like Greg Rupp because of the frequency that he bends over for them. Loyalty goes a long way in this agency; not only must you leave your fingerprints at the scene, but you must also erase your boss's fingerprints. In any event, the division keeps people like Greg Rupp on the payroll, because it seems that after all, they serve a purpose.
In the end, it is the taxpayers who suffer because it's the taxpayers who got shafted in the monetary lawsuit settlement with Rowene, and it is the taxpayers who got shafted with Corrales.

Report Card for Labor Commissioner Angela Bradstreet

Halting further taxpayer-paid fraud, waste, and abuse regarding the multi-million dollar CMS computer software contract: F-
Initiate policies & procedures for Settlement Conferences: F-
Initiate guideline policy for dismissing wage claims: F-
Bringing DLSE into compliance after Corrales supreme court decision: F-
Disciplining DLSE Deputy Chief Lupe Almaraz for violating the constitutional rights of a DLSE employee: F-
Disciplining DLSE Assistant Chief Greg Rupp for violating the constitutional rights of those victimized by him as described in the Corrales supreme court decision: F-
Initiate policy & procedures for issuing & rejecting child entertainment work permits: F-
Making the safety of DLSE/Santa Ana employees her #1 concern by installing safety glass (just like her office): F-
In summation, Angela Bradstreet is a perfect manager for this division. She doesn't do shit, she hasn't done shit, and she's made no material progress on the issues that plague DLSE.
Bradstreet's lame (and few) press releases about issuing citations to non-donators/non-lobbyists are boring: any monkey can write a citation (versus the 'hard' statistics on citations paid, citations to collections, citation appeal hearings won/lost, etc.). This division is a failure because the people at the top are a failure; they are failing the taxpayers of this state, and no one (at the top) gives a rat's ass.

Newly-installed puppet Labor Commissioner Angela Bradstreet is beginning to look like a joke of a leader manager

Problems are not being solved, priorities are not being shifted, personnel are still screwing the system, the DLSE culture is (still) all about ass kissing, and the public is (still) suffering as a result of Angela Bradstreet just keeping things the way they are.
It should have been clear that someone appointed by the republican GAS administration will always possess the mentality of a pro-employer, screw-the-employee, and enact policies that violate the law and the US Constitution. In this case, it doesn't matter whether or not Angela Bradstreet is a registered democrat; that's just window dressing. We have a very wealthy democratic (I'm fairly certain she's not renting in Saulsalito) whose background was in a prestigious law firm that represented employers & management.
Employers hold the bags of gold, not the employees. There's no money in representing employees, but if Exxon, Halliburton, or Wal Mart needs outside legal representation...there's that cha-ching sound. It makes sense that a republican administration would install a democrat who supports a republican agenda. In this case, it's not a stretch to assume that a pro-employer/anti-employee attorney would support the governor's pro-employer/anti-employee agenda. Livadas, Cuadra, Murphy, & Corrales only show me that republican agendas lose big in court. Angela should have no problem fitting in with John Rea, Vicky Bradshaw, Robert Jones, Greg Rupp, Jose Millan, and Abigael Calva

If Bradstreet wants Corrales dealt with, then why are Almaraz, Calva, and Gomez looking the other way at Hearing Officer Maria Valdez?

An anonymous source told me that Hearing Officer Maria Valdez is way behind on her wage claim hearing write ups, but in the Santa Ana DLSE office...girls are treated better than guys, or is Valdez being protected by Almaraz, Calva, and Gomez? If Bradstreet truly wants to make headway into that Corrales beat-down, then she should start with Hearing Officers who cannot write their wage claim decision in the specified time frame. Why isn't Angela Bradstreet on top of Lupe Almaraz, who should be on top Abigael Calva, who should be on top of Jorge Gomez, who should be on top of Maria Valdez? Why are they keeping this information from the Labor Commissioner?
Almaraz-Calva-Gomez-Valdez. Do you see a common denominator here?
Could it be that Almaraz, Calva, and Gomez are protecting Valdez? What if the surname was O'Malley or Hussein? Would an O'Malley or a Hussein be protected like Almaraz, Calva, and Gomez are protecting Valdez?
Supervisor Jorge Gomez made sure that Hearing Officer Maria Valdez wrapped up yesterday's wage claim hearing [summary: Defendant had Claimant arrested by INS before settlement conference, then filed a restraining order against Claimant, then had INS arrest Claimant again after the hearing, but there was no translator available because Maria's pissed off all except Patty (her favorite translator), case was eventually settled, then INS took the Claimant away].
Unfortunately, the problem is still there: no one wants to translate for Maria Valdez because she's treated them with disrespect & with discourtesy. If anyone, she should know the pride of La Raza. Jorge is an enabler: he enables Maria to do what she does, which is to piss off translators. Jorge's solution is to order Lenora to use different translators. Jorge should either order Maria to find her own translators or counsel Maria on the benefits of getting along with others; he won't do either one, so the problem festers, and the Californians get screwed in the process. Had this situation involved a male (or possibly, an O'Malley), then Greg Rupp would have come out of his toilet office to investigate & discipline.
Someone should call La Opinion, Univision, or Telemundo and tell them that the Santa Ana DLSE office is allowing the INS to arrest Mexican wage claim victims and that it's okay for employers to shirk their obligation to pay legitimate wages owed, although this GAS republican administration might use it as a press release.

DLSE employee asks manager for help: told no (click pic to enlarge). How does this better serve the public?

In the real world, the strong are advanced and promoted while the weak are eliminated. In reinforcing the stereotype of your typical state worker at DLSE, the weak are advanced (given less responsibility while making the same money) and the strong and competent are eliminated (given more work). The only thing Mr. Broadwater failed to mention that this started as a way for DLSE to improve their Corrales statistics. The document speaks for its itself as to its competency and efficiency to public service. They take a big dump on the deputies that do the work and another deputy skates...that's the DLSE"s "shove the problem into the corner" solution, although with Santa Ana being so ass-backwards, they shoved the problem right into the public's face, probably in hopes of increasing citizen complaints.
