Regional Manager Abigael Calva gives the big middle finger to Commissioner Bradstreet's desire to fix wage claims; Calva's useless to the taxpayers
On April 10th, some little league dad enters the Santa Ana office in hopes of getting an Entertainment Work Permit (EWP) for his kid that wants to work in some (probably) dog food commercial. He doesn't want to wait, so he wants to cut in line and obtain his work permit before all of those who have been (effectively) standing in line in front of him. DLC Jorge Martinez, of the Los Angeles office, tells him to just go down to Santa Ana and he can get the work permit for his kid. When it's explainted to the parent that Jorge Martinez cannot and does not speak on behalf of Santa Ana, the parent becomes upset. When it's further explained to the parent that EWPs are not at the top of the Labor Commissioner's priority/mission, he becomes more upset. Wage Claims are the priority for DLSE, but daddy-O doesn't care; he wants his EWP right now. Santa Ana tells him that he can leave his EWP application but will not guarantee that it will be completed to his deadline.
Very upset, he calls and cries to Abigael Calva, who then sends an email & demands that Santa Ana must issue the EWP to the little league dad ASAP. Those who are involved with processing wage claims (scheduling, docketing, etc.) must now stop what they are doing so that the EWP can be issued.
HOW CALVA'S ACTION SCREWED UP THE DLSE MISSION:
1) Abigael Calva failed to support her office by over-ruling the decision Santa Ana made, and hereby undermined Santa Ana office operations, in determining when this guy got his permit for his kid.
2) The Van Nuys DLSE section to process work permits exclusively should have been already established to handle nothing but Entertainment Work Permits, but that operational failure is still not functional; what a surprise.
3) Santa Ana's clerk, Veronica Gutierrez, quit. That leaves only one person in Santa Ana to handle wage claim processing & functions AND issuing entertainment work permits. The one clerk left at Santa Ana, MZ, is so backlogged in docketing that Abigael Calva thinks nothing of halting & impeding Corrales so that this guy can cut in line and get his permit because baby daddy needed it now.
4) DLSE has known about Veronica's resignation for months, but do you think Calva's done anything to assist in the wage claim backlog? That's Abigael Calva's responsibility, and she's done NOTHING to help Bradstreet alleviate the ills associated with Corrales. Calva is an obstruction to success; she's the reason why everything is wrong with this division. All these years of working as Regional Manager and it's more dysfunctional than ever.
5) Regional Manager Abigael Calva has failed to initiate a priority system within DLSE, yet the DLSE states that wage claims are the highest priority. Calva also failed in establishing a Policy & Procedures regarding the issuance of Entertainment Work Permits, even after communicating such policy & procedural malfeasance to her and her bosses.
Calva's a joke of a manager whose time has come. She should retire at the same time Rupp retires. She should give up her taxpayer-paid gas/car and stop using it as a commute vehicle from South Pasadena to downtown Los Angeles. She should initiate a priority system that we can photocopy to the taxpayers and communicate to them what we process and in what order. She should allow us to fix Corrales and she should not stand in the way of efficient service to the taxpayers. Santa Ana office operations should not be interrupted because one individual wants a work permit for his kid, just because he couldn't apply for the permit in a timely manner and mail it like everyone else.

This guy, or his movie star wanna-be kid, should not get same-day service until all wage claim victims get same day service.
People wait months for a conference and months for a hearing, and this clown gets to cut in line because he whined to a manager? Nowhere on the work permit application does it mention same day service, but it does say 2 or 3 days to process. The DLSE cannot follow its own guidelines because of some cry-baby parent?
This is exactly what's wrong with this country, cry babies get to cut in line while everyone else waits their turn. Shame on this state agency for giving in to this parent, and shame on the parent for cutting in line because he couldn't mail it like all the other parents.
DIR and DLSE managers are known cut-throats and they cut-in-line all the time. Thats why they could identify with the parent.
Do you think DIRt managers got their jobs through study or from experience or by standing in line like you and me? No. They did the "bend-over", greased a few palms and WHOA!!! they become DIRt management.

Anyone know what the people at LWDA do? Is this agency required? There are only a bunch of high paid bureaucrats at LWDA. This agency was created by Davis to pay back his loyalists.
It seems that with the State deficit the Governor ought to be aware which agencies to cut without having any impact. Instead the legislators are trying to figure how to cut health benifits for the elderly. What a shame.
Is that fuking Governor Arnold going to get rid of the useless DIR, DLSE and IT management? They are clearly reducing the productivity of their workers and collecting a fat paycheck for doing that.
I am sorry for anyone that had the misfortune of doing business with Dean Fryer the Real Estate Broker and a Deputy Director at DIR. Dean is a scam artist that will leave his victims penniless.

CMS has drastically reduced our productivity, so DLSE doesn't care about when parents get their permits, they only care about the ones who might complain over their heads.
You're right, Abby is useless, and she doesn't know how to do a work permit! Although she might try to get Caroline Castro to do a permit for her, but then again, it's not a masters degree.
Thank goodness Calva didn't breed, it would have been 1 more future DLSE manager that the taxpayers don't need.
I'm so glad she focused on her career by not having children because it looks like her career certainly skyrocketed....not!
What the BLOG left out is that once upon a time the little league father could have had his work permit in about 30 seconds. Then our great management team comes up with the idea of using CMS to issue work permits. Now it takes months. The old method was fine but dear old Abby was to ignorant or to stupid (she should never have been allowed near management) to have alleviated a management crises by getting on the phone and instructing the clerk to issue the work permit and all of the rest of the work permits that were standing in line by using the old method of issuing work permits and every one would have gone home with their job accomplished. I hold hardly believe that the republicans in this administration invented CMS so we could not perform our jobs properly. When this administration dropped CMS on DLSE it was like the Japs bombing Pearl Harbor.
These a-holes in DIRt could have used File Maker's 98a system to database the permits, but these a-holes decided to use CMS instead.
Abby Calva couldn't issue a CMS entertainment work permit to save Lloyd Aubrey; a complete waste of civil & public service.
CMS does a disservice to the public, and any DLSE office that issues them same-day is going against the instructions from Nance Steffen.

CMS failed because Jim Culbeaux failed to adequately understand, plan, design and communicate the shortcomings of the CMS project to DLSE. He failed to recognize that the product would not meet DLSE's needs.
But, then again, this is not Jim Culbeaux's first failed project. Infact he has a history of failure.
Don't feel responsible for not knowing how to work that crap CMS. I know the IT guys don't know how it works either.
Dear Regional Manager Calva,
You tried to get rid of Armida Corral and you failed. You cannot process a work permit because you're incompetent. You got promoted when Lloyd Aubrey was Labor Commissioner and lord only knows why you got the promotion.
Your fellow cubicle pal Greg Rupp is leaving soon, and maybe you should go, too. You contribute nothing to this division but red tape. Even at the end of your career, it's so pathetic to see that you have a windowless office, just like Rupp, but at least you have a car to commute, paid for by the taxpayers.
You allow your office workers in Santa Ana to work near disturbed asbestos and you do nothing. You contribute nothing, a has-been, and the only people that give you the time of day are those that just want you to go on vacation. Your sister would not have been proud of the service you've given to the public.
