DLSE Van Nuys office: please pass out these strips to those parents who are demanding their kids' entertainment work permits, you have 60+day delay?

These informational strips are only needed if CMS causes an unnecessary delay in servicing the public. If you sense that the customer (our public) is upset or unsatisfied with the time it takes to process the issues under the Labor Commissioner's jurisdiction, then think about telling them the REAL reason why they are experiencing their delay.
If they appear upset, then you can ask them if they feel if they've been delayed...then you can ask them if they'd like more information about the cause of their delay. This way, the customer asked for it, and it specifically relates to CMS. All you are doing is providing information to the customer;
the public has a right to know why they are being subjected to such a disservice.
Remember, use this method only if CMS causes an unreasonable delay. Acting Labor Commissioner LWDA Deputy Secretary Robert Jones isn't working on it; he's working on his next promotion!

Thank you for providing us the means to communicate about the waste in the Department, we will make sure to use it, and inform the public and press. Did we miss anyone?

You are right about this CMS garbage, just tried to get it to work yesterday and it was frustrating. It took so many hours of my time and I got no results. I wonder how many hours others out there are spending on this dump.

You are correct, I too tried this CMS system and am very frustrated to have to use it. Are we required to use the CMS system? Can we refuse to use the CMS system and inform the public?

If Victor Jurado (CMS trainer) does not know how to use the system. None of us should be expected to use it. Let us boycott the CMS system.

I have gone back to 2003 regarding comments on this blog and this blog has never gotten more attention since CMS started. This blog should be a means to communicate about this huge problem that will affect all employees of DLSE. This is called freedom of speech. Let's speak up or else we will be the losers along with the publc.

Delays are happening already, but I fear that our concerns will continue to be glossed over. Since day One, I voiced concerns about what our brilliant leaders call "out of the box" software that is geared for code enforcement, like the health department would use, not law enforcement like we all do. The only good use for the CMS is for Licensing Unit. The DLC's will not be able to use it. We will spend an inordinate amount of time just inputting contact information - but we won't be doing our jobs -investigating. The more times we all have to input info, the more mistakes that will be made.I don't have all day to spend just inputting data and navigating the many screens. I repeatedly voiced my concerns that Hansen ripped us off, but I was continuously told, "give it a chance". Even Lupe agreed that the CMS won't work because the people at DLSE who bought the software were not the people that have to use it - (so what else is new? Same MO as always). But after that, Lupe got promoted and was all of a sudden very supportive of CMS. Go figure! This is just another way to further demoralize us all. The more we fail, the smarter and more powerful our "leaders" feel. How twisted is that? The PW unit doesn't even have a workable audit in the system yet. Our brilliant leaders gave the task of creating a new PW audit to people who don't even work in PW. The importance of the PW audit was stressed and the unique factors involved were provided since Day One but it was ignored and our concerns were completely dismissed. You know, they're the only smart ones at DLSE - the rest of us are dumb and inconsequential, just they way they want to keep it. As usual, DLSE delegates DLC's important work to Seniors who know nothing about the work of the unit they are supervising. This is the Oracle debaucle - all over again - but 10 times worse. You know that once DLSE signs off on the CMS that any changes after that will be on a change-order basis? Consider the continuing costs when our "leaders" figure that one out. We need to inform our newly-elected legislators - not the seasoned old guard with "politics as usual" attitudes. A revolt is about to happen in a few short weeks, when we're all forced to use it. DLSE as we know it will cease operations

Toanonymous writer on 12/11/06 at 9:27 p.m. You are incorrect that this will only benefit the Licensing Unit. Unless you have worked in this Unit over the past 3 years, you would not know. Do a PAR request and find out how much this Unit has collected in fees over the past 3 years and do another PAR request in 6 months and you will see how much money the Division will losing in fees due to CMS and post it on this blog for all to see.

Is the CMS computer system really this bad and cost the State millions of dollars?

Who will be held accountable for this fiasco, DLSE management and/or the DIR IT Unit ?

We have an incompetent IT manager, Jim Culbeaux as the head of DIR IS Unit. He was instrumental in pushing and ultimately signing the contract for the CMS. If you need person accountable for this computer project fiasco, Jim Culbeaux is still the Chief Information Officer of the DIR.

A PROMOTION FOR YOUR SILENCE!!!

Anyone who wants a promotion here at DLSE should refuse to use the CMS system. CMS is a garbage collector. Management here at DLSE and DIR IT Unit know it. If you know the CMS system and voice your opinion on how this system will screw the taxpayer you're in line for a promotion.

I have been using the 98a system to issue work permits from the very beginning. I am very careful that I don't get caught. Now that I have been doing it for almost a year without being caught I really feel like some kind of an espionage agent. I have seen some of my renewals come back but so far no one has taken the time to look at them closely enough to figure out that they were issued after CMS went into effect. I know it is a minor thing but it jut feels good to pull the wool over some very arrogant management eyes.

I ecourage each of you to call your representative, the Bureau of State Audits and the Hoover Commision to report the waste in taxpayer monies DIR is perpetuating. Remember if you do not make the call or write you are part of the problem.

And for God's sake do not use CMS otherwise you are not just part of the problem but are creating an even bigger one by sucking even more needlessly spent monies from the taxpayer. Call and write to Arnold Schwarwenegger.
