Commissioner Badstreet quoted in LA Times, praising a private company that's doing DLSE's job; she should divert CMS budget to this productive agency!

The Maintenance Cooperation Trust Fund, a watchdog agency modeled after labor compliance programs in the construction industry, is doing the job that DLSE is budgeted to do, so Bradstreet should divert some of her CMS budget to an agency that actually works and produces results. I was "shocked" when Angie baby was quoted in the Los Angeles Times (molly.selvin@latimes.com) but this somehow failed to hit her propaganda press release...maybe because it portrays Bradstreet's DLSE as a bunch of boobs.
The Maintenance Cooperation Trust Fund (MCTF) and their investigators are often former janitors. State Labor Commissioner Angela Bradstreet hails Garcia as a "passionate, delightful and effective advocate in fighting the underground economy." Who in the heck describes an advocate as "delightful" these days? Badstreet should have also stated, "I manage DLSE, but we're so effed up that the MCTF does a way better job than us, and they do it with less money. It's tea time; would you like some of me crumpets; they're delightful. Fighting the underground economy is so hard because it's underground; they're hiding from me employees, so me results tisn't as good as MCTF. Scone, anyone?"
http://www.latimes.com/business/la-fi-sunprofile2mar02,1,7257411.story?ctrack=1&cset=true I don't know how long this link will stay alive, so click and print...read it later. Private industry doing the government's job....how's that for taxpayer-paid efficiency?

Today, a kid broke into tears because she needed her entertainment work permit tomorrow. Per Angela Bradstreet: kids that want to star in dog food commercials are at the bottom of our priority, since our mission is to process wage claims. Also, some guy came to the office to complain that the office didn't answer the phone; he accused us of giving him a fake telephone number. After one deputy told him (for the third time) that the number was operational, but unfortuantely we were busy, he decided to ask me the same thing, where I told him the same thing. I'm sure he'll be writing to Governor to complain, since he never bothered to tell anyone why he was at the office, so no one knew his purpose for being there, other than to complain that no one answered his phone call.
Oh yeah, I almost forgot....someone made another complaint against Hearing Officer Vicky Tamoush! The email complaint was cc'd to both Jorge Gomez (JGomez@dir.ca.gov) and Angela Bradstreet (ABradstreet@dir.ca.gov); I have no doubt that Bradstreet will continue to suffer from cranial rectal inversion and collectively ignore all of the complaints made against Tamoush! You go girl! And take those tacky shoes with you!
Some commenter posted that an OC Register reporter (nsantana@ocregister.com) might be looking at the CMS fraud, waste and abuse. If he is, then send him what you've got...go to http://www.hushmail.com/ and open an account. The morons at DIRt have no hope of discovering you; this is the preferred email of those who wish to remain anonymous.

Several individuals at work have ask about the rumored investigation by Norberto Santana, a reporter for the orange County register, who is supposedly asking questions about bad management in the Santa Ana office. I have tried to get a hold of him but have only been able to get his email address which is nsantana@ocregister.com. I truly hope he is investigating the cost and waste of the CMS program. If you have any information on the CMS fiasco, be sure and send him what you know. He may be the guy that gets it out to the real world. It would be delicious to read about it in a real newspaper.

Praise CMS and Jim Culbeaux for the slow-down at DLSE. Praise Angela Bradstreet, Robert Jones for their having their heads up their rear for not being able to predict that CMS was a failure when it was so obvious.

Jim Culbeaux has defrauded the state. He has held fraudulent exams and hires and promotes in a similar manner.

DIRt management have for years created a very hostile environment for its employees. I will not be suprised if somebody losses it in this kind of hostile, harassing and subdued environment. Arnold Schwarzenegger, DIRt and DIRt management should be held criminally responsible for creating this kind of atmosphere.

Privatization of government. Decentralization of government. Are these good things?

I'm a BOFE investigator and I've worked with staff from MCTF, I wouldn't say they do what DLSE does, their goal is the same: to make sure Employers don't take advantage of their employees. MCTF does do a better job of getting closer to the employees and getting them to come foward with information that is needed by DLSE. MCTF staff is able to get closer to the employees because some of them worked in the janitorial industry so they can really relate to the employees.

************************************************************************************************************************************************************************************************************************************************************************************************************************************************************************************************************

100 years ago there was a transportation system being built in Southern California called the Pacific Electric Railway. This was an urban railroad that carried passengers everywhere in what is now called the Metropolitan Los Angeles Basin. It went from Pasadena to Long Beach, from San Bernardino to Santa Monica, from San Fernando to Laguna Beach and all points in between. It was referred to as the best urban transportation system in the World. After World War II the private sector said the rail system was not profitable because they had to pay such high property taxes. It was offered to government because they could have operated it without having to pay the taxes. The politicians and managers of government said no and they let the best transportation system in the world be destroyed. Their vision was far from being 20/20. Today that same government is spending billions to try and put that same system back in place. It would seem that the management of our division is as blind as the politicians were 50 years ago. We have great Labor Laws in California and they are not being enforced because we have the worst management anyone could imagine. We are very short of personnel and yet this management group spent millions of dollars on a computer system that any four year old could have predicted was going to go in the toilet, and the worst part is that our management has put this multimillion dollar system on the shelf and not explained to anyone where all of our money has gone. These people make me sick.

Let me assure everyone here that after this CMS debacle Jim Culbeaux is laughing all the way to the bank.

"Jim Culbeaux is laughing all the way to the bank."? He won't be laughing when he is given his Miranda's Right, very soon.

Arnold Schwarznrgger is talking about cuts in budget right now but he is doing absolutely nothing to the managers such as Angela Bradstreet, John Duncan, Jim Culbeaux, John Rea, Vicki Bradshaw that have squandered millions of dollars on CMS.

Is it true that this Jim Culbeaux has now been given a new project to handle -- EAMS for DWC with a price tag of over 40 million. After this guy blew up over 10 million on CMS.

What is Schwarwenegger talking about cuts while he swindles millions from The State of California by letting this freak Jim Culbeaux that has a history of failure handle yet another project.

DLSE's Chief Counsel sent an email yesterday, informing us about meal & rest periods (Murphy) and Corrales; he's about a day late and a dollar short, so his competence ranks alongside Vick Bradshaw, Badstreet, and Bob Jones.

Where's his memo on CMS, and the disciplinary actions against those who squandered millions pf taxpayer dollars and have nothing (i.e., non-operable software system) to show for it. You give me $5 and I'll show you a stapler that taxpayers can use to affix their documents. You give $10,000,000 and I'll show you corruption, greased palms, kickbacks, confusions, and absolutely ZERO accountability. My name? D L S E.

There is a $41 million IT project (EAMS) currently under development for the DWC division of DIR.
Guess who signed this contract and ovesees its develpoment. Yes the good old boy, Jim Culbaux and his buddies at DIR IT Clements, Nishijimis, Ortiz family, Sensing.
It seems incompetence gets rewarded at DIR at the expense of state taxpayers.
