CMS still sux: desk donkies refuse to punish those involved, & misc. news
1) CMS, that multi-million dollar, taxpayer-paid bullshit software package still doesn't work and DLSE won't discipline the assholes involved with this fraud, waste, and abuse of taxpayer funds...millions of dollars & years later and it's still useless. Newly installed Labor Commissioner puppet Angela Bradstreet's current hot flash is conforming to deadlines after the Corrales beat-down; she should (at least) terminate DLSE Assistant Chief Greg Rupp for having treated the hundreds/thousands of wage claimants with incompetence, inefficiency, and discourteous treatment as a result of violating the 14th Amendment of the United States Constitution, or does Greg Rupp need to violate more parts of the US Constitution before he gets (so much as) a counseling memo? When will other lawyers file a class action lawsuit against Greg Rupp, Jose Millan, & the DLSE on behalf of all those wage claimants? Until Labor Commissioner Angela Bradstreet formally holds the CMS actionables accountable and brings formal charges against Greg Rupp for his actions described in the Corrales decision, she's just another idiot GAS (Governor Arnold Schwarzenegger) political appointee who is here to only serve her master(s)...not the people of California. I don't give a rat's ass about excuses as to why things are not getting done: someone's a part of the problem until they're a part of the solution...tick tock, tick tock. 2) When you have a hearing officer (Deputy Labor Commissioner 2) that has been blackballed by two Spanish translators, what the public has is a problem. You have a supervisor that's unaware of a negative undercurrent because no one talks to him/her, so their thinking is that there are no problems. This is the same Hearing Officer that's been quoted as saying: "they don't pay me enough money to work the counter and issue work permits." How's that attiutide for public service? It doesn't really matter because DLSE management doesn't give a sh*t about helping the public; their only priority is to serve their own careers or serve their political masters. Hearing Officers can treat translators like sh*t because they know the boss will not do sh*t to them; they have nothing to fear. 3) A wage claimant complained about some DLSE office having a party, so naturally Abby wastes time by making a mountain out of a molehill. Instead of the telling the citizen that they were wrong, Abby makes much ado about nothing. Why? Because she doesn't know how to manage, she distrusts those that she supervises, and she's got nothing better to do. This is who former DLSE Deputy Chief Lupe Almaraz delegated to assist in the Corrales problem, and who chose him? Was it our new Labor Commissioner Angela Bradstreet? How close are we to fixing that problem? Ferchrist, we can't (even) get Hearing Officers to refrain from pissing off translators, so how are we gonna concentrate on things that matter to the public? Regional Manager Abigael Calva basically craps herself freaks out whenever someone bitches complains to Headquarters or any political office connected to GAS. She assumes that her staff is guilty and never takes care of her staff. No one likes her, as she is disloyal to those who work under her. She doesn't care because...there is no reason; she just doesn't care. She only looks out for herself, which is the real mission statement of the DLSE: "Look out for yourself & kiss the asses of those who can promote you: screw the public if necessary by wasting taxpayer dollars, state equipment, state resources, and state time." Abby's probably driving around in her taxpayer-paid new Impala, commuting from Pasadena to Los Angeles, sitting at her desk, not going anywhere. Why? Because she's a hooked up bureaucrat: no one's gonna take away her free car, free parking, and free gas. She's paid her dues: she's entitled to a free car, free parking, and a free commute...the public owes her and damn it, she's gonna take it. She's not even Field Personnel but she gets a new Impala to drive to & from her $million+$ house in Pasadena! Classic DLSE dysfunction & hypocracy. If Angela Bradstreet wants to start serving the public, she can start by overhauling this agency and conducting formal efficiency audits in every area of this division; otherwise, she can try and sell it to those who will confirm her appointment. Abby Calva's about as useful to the DLSE as a pearl necklace is to a pig.

Believe me, Rea didn't leave that job voluntarily. Becoming Queen Victoria's chief consigliere is no promotion for Rea, it just shuffles him off to an office where he can do less damage. Let's just say that the Governor, or maybe someone in his inner circle, decided it was time to get rid of a permanent "acting" Director who could never, ever get confirmed because he is hated by all but his benefactor Queen Victoria. Over at the Gov's office, Rea, like his former underling Jones, has this big ole Murphy v. Kenneth Cole meal period albatross hanging 'round his pencil neck. So what better thing than to put Rea and Jones in an office with Queen V, where they can all be irrelevant together. Wonder how much longer V. is gonna last as Labor Agency capo. When she goes, Rea and Jones will be right behind her. That's what I'd call taking out the trash. Good riddance to all of them.
Why do Spanish translaters hate working at the Santa Ana Office? It's because there are (2) hearing officers who are real bitches.These two prima donas are known throughout the Santa Ana office by clerical as well as other deputies as treating everyone like sh_t. They not only degrade the Plaintiff's, Defendant's and their respective attorney's but they disrespect their fellow employees. The only person that is clueless about this situation is guess who? You guessed it, the Senior Deputy. You have to wonder if in fact he is actually clueless or boneless. He sees the complaint letters over and over again, he puts out fires on a daily basis, he has to listen to hearing tapes etc. What is it going to take to get the Senior Deputies head out of his a__!Not only are Attorney's requesting the only male hearing officer in Santa Office but now you have interpreters refusing to work for these two queens.The morale in this office is getting lower than the Senior Deputies head in the ground. It would be different if these two prima donas were competent but the number of appeals they receive speak for themselves.
Your blog entry is very timely. Let's get with the truth, the hearing officer we are referring to is Maria Valdez in the Santa Ana District Office. Today, being Thursday, Maria again insulted and ridiculed two more interpreters who are now refusing to work for this hearing officer. That makes (4) interpreters that refuse to work for her again and this is within the last two weeks. In fact, the word is the agency that provided these interpreters has cancelled all future hearings with this hearing officer due to her rude behavior. Could this rude and disturbing behavior have anything to do with her freind and fellow hearing officer, Vicki Tamoush, who got busted for delaying hearings from three to six months in order for their freind and interpreter, Mindy, a school teacher to work during Spring and Summer breaks. It smells very fishy in the Santa Ana office, that the only interpreter that meets their standards is Mindy, who lost all her work to these new interpreters. Makes you want to think where is the Jorge during all this mess.
Is Rea going to be put up at a Hotel at Taxpayer expense? Rea lives in Berkeley some 80 miles from where he is to report at Sacramento.
Rea was given a office in Oakland (a stones throw from Berkeley), in the middle of the IT Department, a month ago by Mr. Culbeaux, manager of the failed CMS system.
IT Department folks please report back if this office has been given up by Rea.
WE KNOW ABOUT JIM CULBEAUX, REA'S UNDERLING AND THE CREATOR OF THE CMS SYSTEM FIASCO. WE ARE AMAZED AT HIS INSIDIOUSNESS IN DIVERTING THE BLAME ONTO DLSE STAFF AND REA.
The problem with CMS is that...no one in DLSE owns the project. CMS was started under Donna Dell, was passed to Robert Jones, and now, sits with Angela Bradstreet. Jones/Bradstreet feel no personal responsiblity for it. So who in DLSE is in charge of the project? Two retired annuitants, long since gone. Nobody cares.
They are still paying big money to the private consultants to fix the failed CMS. The consultants are working with at the IT site(near close friends, Clubeaux and Clement). I don't believe they are working for free. You see, they are still making big money for their Hansen on a computer system that they know it is not fixable since it is their creation.
WHO IS RIPPING OFF TAXPAYERS WITH THIS PHONY IT CONSULTING WORK ??
How is that the IT Department did not look into this CMS project. From reading the comments here it appears that Jim Culbeaux is incharge of this Department. Anyone here know if he has been given a demotion or some kind of reprimand for this incompetence.
It looks like; Mr. Rae does have an office in the IS Unit in the Oakland building. Rae will be close to those responsible for the CMS fiasco, Culbeaux, and the private IT consultants who created this non-functioning computer system.
May be Culbeaux and other DLSE managers connected to the CMS need an attorney!
In regards to the comments above. I can bet Jim Culbeaux was not given a reprimand. He maintains strong ties to the insurance industry, Labor, Management and UC Berkeley. Jim Culbeaux's sister, Christine Baker of Committee on Health and Safety at DIR, funds many UC Berkeley studies, thru DIR funds. These studies can be skewed to suit the insurance industry, the AFL-CIO and others that Christine has connections and in return for favors for DIR. Well Blogerboy your ploy to print the Santa Ana monthly numbers back fired on you. You thought it would help your buddy get promoted and of course management in stead of finding out how your buddy keeps his numbers so low went negative as usual, and put the crazy lady on the counter and laid a heap more work on all of the deputy ones. You still have a chance of having a good win in August. Either way you are ging to love Aappeals Court in orange County. Believe it or not it is the most liberal Appeals Court in California.
Let's get with the truth, Jim Culbeau has been brandishing this CMS garbage at DIR and DLSE for kickbacks and getting cover by hiding under Christine Baker's skirt.
Currently, there are more IT projects awarded to the private IT consultants at the DIRsuch as the DWC project. I hope, these projects are not disasters like the CMS. Afterall, I am sure the usual suspects got $$$$ in retruns for signing off these multi-million dollars computer projects.
I am told by some DOSH employees that Jim Culbeaux has got favors to the tune of over a million dollars in favors on this CMS and another project named EAMS. Blogger please look into these projects.
