DLSE Police Officers Frank Capetillo and Lee Pearson trespass on private property to serve paid administrative leave notice

So DLSE peace officers Frank Capetillo and Lee Pearson get kicked by someone higher up the food chain to serve this, so what else is new? I'm sure I can find it in the DLSE PPM (Policy & Procedures Manual) that peace officers serve administrative actions like this all the time. It's normal, right?
I'm sure Lee didn't want to wake up at 4am in Temecula (and Frank at 5am in Alhambra), but that's no excuse (to lay in wait) for a vehicle to trigger entry into a gated community and illegally trespass. That's what the DLSE cops did; they broke the law to personally serve a paid administrative leave notice? I forgot, DLSE cops break the law to intimidate, because there was no other way to serve this notice. What was the sense of urgency, again? Whore-hay Gomez could not stand to ignore another email where non-existent policies and procedures were requested?
What a shock that the DLSE continues to give Judge Fell the middle finger by ignoring her court order, what a shock that DLSE cops trespass on private property, and what a shock that they retaliated against the blogger.

Geez, you've set quite a precedent for DLSE worker's.
Lets see, all a person need do is start a blog. Hammer upper management. And low and behold Management decides that this is not good. So, what do they do? They place the blogger on Administrative Leave. Pay his full salary and let him sit at home. Boy, that's a lot better than a work related injury. Or perhaps, it is a work related injury, or will that be your next claim?
Frankly, in my humble opinion, they took to long in getting rid of you.

WHERE WAS CAPETILLO AND PEARSON WHEN HITLER WAS LOOKING FOR A FEW GOOD MEN? THEY WOULD HAVE MADE IDEAL STORM TROOPERS. I COULD JUST HEAR THEM NOW AT THE NEUREMBURG TRIALS "I WAS JUST CARRYING OUT ORDERS". THESE ARE JUST THE KIND OF "YES" MEN THAT THIS DIVISION LOVES TO HIRE. IF YOU CAN'T BECOME A REAL COP, YOU GO FOR THE SECURITY GUARD OR STATE INVESTIGATOR JOB. OH WELL, LET'S HOPE THAT THEY DIDN'T GIVE THEM ANY BULLETS FOR THEIR GUNS.

You're right, hammer the messenger. The blog got started because how screwed up DLSE was/is/will be.

Taxpayers are getting hammered by blogger's paid admin leave by $247.43 per day, as opposed to the TEN MILLION DOLLARS abortion of CMS.

A retired hearing officer? You probably kept your mouth shut at staff meetings, supported management's bad choices by not making waves, and are still a coward to this day. I bet you wouldn't help a little old lady getting robbed by thugs, it's best not to get involved, isn't it?

Dear anonymous or should I say Bud Heck. It must kill you that your old boss, Jorge Gomez, is such a screw up and you didn't have the brains to figure it out until after you retired. You too could have gone on paid administrative leave if you had played your cards right. Oh well, you probably have enough problems with your house being foreclose on in Stockton. Don't be so bitter, maybe you can still come back as an annuitant and screw your old boss out of some paid leave time.

DLSE management has Pearson & Capetillo sitting at a desk in Santa Ana, doing nothing.

They're assigned to Blogger Watch, where they have been instructed to wait for the blogger to show up at work and start holding conferences, where he will be shot on site.

Capetillo & Pearson are f*cking the taxpayers for a combined screwing of $750/day, doing nothing. DLSE Management at its best

How effective are Lee & Frank in their peace officer duties?? Let's see how they did with this mission that manamgement tasked them with: serve the blogger with his Admin Leave Notice BEFORE he gets to the Santa Ana office. Fairly simple right? One would need to know what time the blogger starts work, where he lives and the approximate travel time to get to the Santa Ana office on time, i.e. backwards planning. They just need to get to his residence BEFORE he leaves for work. Oops- too late- they missed him! Then they had a second chance to serve him at the Santa Office, but apparently they missed him by about 1 1/2 hours?? Oops again- the blogger was already gone. How did it take these TWO peace officers that long to travel approximatley 10 miles? Did they get lost? It looks like these two Senior Special Investigators need some special remedial training. Is this how these keystone cops handle their 'official' duties like arrests? On second thought, have they ever arrested anyone?? They should be, considering they get a higher retirement (3% @ 50). Another question: why did DIR mgmt send two cops to serve and admin action?

How the the Santa Ana staff fare on Day #1 of being down a deputy? Did Jorge pitch in (the team player that he is) and hold conferences? Or did the extra cases get dumped on the already overworked deputies? This is a real example of smartness by managment...get rid of a deputy at a time when you cannot hire a replacement because of the budget crisis, and dump on the remaining staff. I predict that this will get really old, really fast.

I didn't realize that I was remembered. And, I'm certainly not fearful to place my name here.
For those who don't know I took issue with management on numerous occassions. But I didn't blog it and changes did occur. Yes, I am not pleased with what has happened with DLSE since I left and I agree that changes are needed in management.
I believe that FEAR is what is wrong with DLSE workers.
As far as my house. That's a good one. And not true.

I think it is a shame that the Santa Ana office is down a work processor and the taxpayer is stuck footing the bill. At least the minimum wage is coming to save the day.

Seriously, I know DSLE's management is less that stellar, but does anyone know their strategy? Are they gathering evidence from the Blogger's workspace and computer while he is locked out? Have they outsmarted The Blogger for once or is he like Brer Rabbit begging to not be thrown in the Briar Patch?
I would appreciate any analysis of what comes next in this HR saga.

Dear anonymous- Do you really believe the blogger was stupid enough to use the state issued computer? That lap top on his desk was not there for looks. Secondly, the blogger is always two steps ahead of these idiots. Evidence, what evidence. He took everything of importance when he knew the two storm troopers had left his house and were on the way to the office. You definitely have not heard the last of the blogger. By the way, why is Capetillo and Pearson falling asleep while on blogger watch. It must be hell getting up and commuting from Temecula everyday. Too,too bad they cannot find the blogger. Heres a hint, he might be coming in on Wednesday in order to pick up his belongings. He might even wake these guys up in order to say goodbye. Blogger rules!!!!!!!!!!!!!!!!!

What is the reason(s) for this paid admin. leave? The memo doesn't specify the reason(s), is this legal?
What about the rights of the emoplyee? State workers are not employee at will, "Civil Service Protection"! I don't know the details of this adverse action, but sure seems to me like a good case for a civil lawsuit against DIR.

Well, enjoy your paid vacation CL, unitl they have to let you back to work.

Regarding legal fees: DIR was ordered to pay CL's legal fees ONCE already...rememeber the civil suit CL v. Lupe & DIR that he won? Has DIR complied with the judgement and paid him what he is due? Probably not, because this department never does what they are supposed to do.
