C.Lotts email asks LWDA, DIR, DLSE leaders to account for CMS. Will they bury their heads in the sand or not?

THIS IS THE EMAIL:
I challenge all four of you GAS political appointees to completely answer the following questions:
1. How many millions of taxpayer dollars have been spent on CMS, the software program seemingly designed to only waste money in a GAS budget crunch?
2. Will any entity ever be held accountable, either administratively or in civil court, for the current and ongoing 3-year CMS failure?
3. Why is it that Mr. Roginson can send staff a recent email articulating DLSE's courtroom failures regarding meal & rest periods & ODAs as illegal precedent decisions, but our Chief Counsel cannot provide DLSE wage claim staff with a simple policy & procedures manual?
4. How many more taxpayer-paid courtroom failures must the DIR/DLSE endure until they actually issue a decision that stands up in court, or is the real DIR/DLSE tactic just to implement incompetent & inefficent regulations that have no hope of legal success?

With the exception of Bradshaw, all of you hold law degrees, so consider this email as an official whistleblower communication. I want those that approved of such wasteful CMS funding identified and disciplined, or you can immediately make CMS work. I don't care which comes first, but try halting the excuses, the delays, and the disinformation; this will go towards credibility.
I would also suggect that Mr. Roginson begin with small victories, like developing a policy & procedures manual for DLSE wage claim staff, before Commissioner Bradstreet loses another & subsequent Corrales-type failure.
C. Lotts sends this email to the big-brain lawyers and to Vick Bradshaw, asking them to explain the money thrown at CMS and why no one has been held accountable.
The email was cc'd to Molly Selvin at the Los Angeles Times, who did that piece on the janitor's private watchdog agency, something that the DLSE should have been doing on it their own.
3 lawyers and Bradshaw; they still won't provide an ethical answer to a taxpayer, and nothing will happen to any of them. lABOR STANDARDS HAS NO LABOR STANDARDS.
By the way, I just programmed a software application that doesn't work. Where do I go to collect my DLSE cash & contract this software into DLSE kickbacks? Do I sleep with Clements or Culbeaux? I'll go either way if it speeds up my money!

These are good questions to ask of the management of any logically run companies or a state agency. However, there is no way these people mentioned here can have convincing and reasonable answers for the failure of the CMS project.

Don’t forget the accountability for the DIR IT managers who ultimately were responsible for implementation of CMS and the private consultants who made up with lots of taxpayers money.

CMS was master-minded by Jim Culbeaux. This is not the first project Jim Culbeaux has blown millions of tax-payers money on. Here are a list of his other failed projects:

CMS
WCIS
EDEX
IMIS

How much tax-payer money does this man have to waste before he gets fired.

Jim Culbeaux received backing and additional taxpayer funds to blow by Angela Bradstreet.

Leslie Clements is the person responsbile for CMS. Her signature is on the contract. Request a copy of the contract to confirm this.

The GAS administration along with DIRt is fooling the public again and blowing even more tax money. They deployed a former flunky Deputy Director and currently with California Carpenters Association - Danny Curtin to exaggerate DIRt's importance.

Jim Culbeaux had a history of putting other people's name on the dotted line to protect himself from blame for failure. Look at any of the projects they will definately have someone else's name. Mostly someone who does not work here anymore. Is Jim Culbeaux not the CIO? Anyone working with Jim Clbeaux should know and beware he always finds a scapegoat.

This is the latest news on the CMS. The DIR DLSE Division does not have any more money to pay to the private consultants to complete this non working system. This is beside the fact that the CMS project should have been completed over one year ago. The Hanson consultants already received $4 to $6 millions and did not provide the State with a functioning computer system.

This is the height of arrogance for the DLSE management, and a complete fraud to the California taxpayers not the have the people responsible for this CMS failure held responsible.

Jim Culbeaux is collocting over $105,000 in salary as the DIT IT CIO. Leslie Clements is retired but is back to work and collecting her retirement money and her regular salary. Both these two are responsible for the CMS fiasco. You could call this real sweet deals on behalf of poor taxpayers of California.

PS. Leslie Clements wanted back to work from retirement at the IT Unit since she did such a fantastic job on the DLSE CMS project!!!

It is unbelieveable that DIR will spend more money on a 40 million dollar system for DWC after the millions of dollars spent on the DLSE on a wasted computer system. Can anyone tell us if they are using this system and how it is operating?????? The Governor needs to cut this 40 million dollar system from the budget since he is looking for cuts in the budget. Media, I hope you are reading this blog.

SO, IF IT SEEMS TO COMMENTORS THAT THIS HAS BECOME A HATE COLUMN, DO NOT BLAME THE BLOGGER, BLAME THIS REPRESSIVE REGIME WHICH HAS FORCED EMPLOYEES TO USE THE ONLY OUTLET AVAILABLE TO THEM IN ORDER TO VOICE THEIR FRUSTRATIONS. Suprised how Dean Fryer became Chief Deputy Director? Well Don't be!!! This is how DIRt hires most of its staff they have absolutely no education or knowledge. They are lucky to have a job. Any job. They are then so indebited to DIRt for hiring them that they end up bent over on all fours like you see Dean Fryer doing here.

DLSE under these managers have failed to go after Boeing Company in Lancaster, Long Beach, Anaheim, and Huntington Beach for wage violations. The citation dollars alone are enormous. Why?

It looks that incompetence is the way to get promoted at DIR specifical;ly at its IT Unit. Just look at work history of Culbeaux, Clements, Nishijimi, Sensing and other IT managers. The tack records for these guys are one failed IT project after another, including the CMS. The costs of these failures and mismanagements are in the tens of millions.

The Culbeaux guy has been promoted to the DIR Chief Information Officer, and the taxpayers are out of millons.

Now you want accountability!
