I work as a Deputy Labor Commissioner for the California Division of Labor Standards Enforcement. We're the division that's charged with enforcing the labor & employment laws of California, but the problem is that we don't have any labor standards of our own. This is because our agency has no labor standards. Formerly, the chief puppet-head for this division was Art Lujan, our taxpayer-paid frequent flyer [see Chapter 2 of the Investigation report: http://www.bsa.ca.gov/reports/highlights.php?id=393]. After that black eye became public knowledge, he still remained on the state's payroll until Arnold moved into Sacramento. Now we have a new chief, Donna Dell. She's trying very hard to stay off of everyone's radar, publishing internal-only memos that no one understands. They read like a damned if you do-damned if you don't, and you better not show these memos to the public. Kind of ironic, since she's supposed to be serving the public.
